Job Summary

Principal Accountabilities

  • Oversees field crews while performing public works operations, maintenance and construction activities.
  • Leads the following positions:
    • Senior Maintenance Person: Responsible for operating all equipment and performing manual labor.
    • Utility Person: Responsible for operating "light" equipment, hand and power tools, and performing manual labor.
    • Laborer: Performs manual labor and operates tools and equipment under close supervision.
  • Operates all Public Works equipment and machinery. Typically, this position is operator oriented rather than in a supervisory capacity.
  • Responsible for all operator/field crew training.
Essential Duties
The Lead may be assigned responsibilities in the maintenance of any one or more of water, sewer, street, or drainage operations, maintenance, or construction category. Depending on that particular assignment, representative duties are as follows:
  • Is responsible to monitor and maintain inventory of parts and supplies on the job site and ensure crews have adequate hand and power tools and equipment to perform the work.
  • Coordinates, on the work site, work of assigned crew.
  • Maintains current knowledge of rules and regulations regarding operations, safety, maintenance, and construction of Public Works facilities and is responsible to ensure compliance to these rules.
  • Resolves citizen complaints including follow-up investigation and research regarding street, water, sewer, or drainage related problems.
  • Trains less experienced employees in both equipment operation and operator safety.
  • Plans, implements, and maintains Operations and Maintenance Division field crew training program.
  • Evaluates and prioritizes situations/work requests.
  • Records materials, hours and equipment used for assigned crew.
  • Other duties as assigned by supervisor.
  • May be required to return to the City during off hours in case of emergency.
  • Implement training programs, record and maintain training records.
Peripheral Duties
  • Acts as Public Works Supervisor in that person's absence.
  • Monitors work performance goals and standards of field crews as established by the Supervisor.
  • Assists in performing underground utility locates as needed.
Knowledge, Skills and Abilities

  • Ability to coordinate field operations and crew responsibilities.
  • Ability to identify and correct safety concerns.
  • Ability to operate all equipment associated with Public Works and be able to train less-experienced workers in the operation of said equipment in a safe and efficient manner.
  • Ability to operate basic hand power tools.
  • Excellent oral and writing skills, including record keeping.
  • Ability to read and interpret engineering drawings.
  • Ability to work independently.
Qualifications

Minimum Qualifications
Must have high school diploma or GED. Must have a valid Washington Driver's License with current C.D.L. Class A with air and tanker endorsements. Must have five years Public Works Maintenance and Operations experience or private sector equivalent in street and/or utility construction and maintenance.

Working Conditions

  • Must be willing to work outdoors in inclement weather.
  • Must be willing and able to climb in and out of trenches, excavation, and construction equipment. Also, will work if at heights and on ladders.
