Job Summary

Perform professional crime analysis duties supporting operational, investigative and administrative law enforcement functions. Develop and analyze data to identify crime trends, patterns and series in support of police operations. Analyze criminal activity and provide actionable data-driven research, bulletins and statistical reports to support investigative and proactive policing efforts and to facilitate departmental planning and decision-making.

Principal Accountabilities
  • Conduct investigative research and analysis related to suspects, incidents, locations, and trends. Use quantitative and qualitative methodologies such as link analysis, event flow analysis, activity charting and statistical methods to identify and interpret crime series, patterns, trends and activity. Forecast trends to aid in the effective allocation and deployment of police resources.
  • Prepare reports and bulletins to assist in criminal investigations. Prepare graphic displays including charts, maps, diagrams, timelines, calendars and related materials to effectively present findings. Initiate target profile analyses and provide investigative leads.
  • Serve as a liaison between the department and outside law enforcement and governmental agencies. Routinely collaborate with area crime analysts, detectives, and officers to actively identify and analyze multijurisdictional crime series and trends and recommend response efforts to address them.
  • Develop, maintain and utilize automated database reporting tools to respond to inquiries for police data and information internally as well as from other city departments, the public, media, community groups, businesses and other law enforcement agencies.

Essential Responsibilities
  • Analyze criminal information from all available resources, including the Uniform Crime Reporting (UCR) system, the National Incident-Based System (NIBRS), field interview reports, intelligence sources, crime bulletins, list serve posts and other information from outside agencies. Review calls for service, crime reports, informational surveys, media reports, and open source intelligence to study and analyze existing and developing crime series, patterns and trends. Analyze the information for relevance to Kirkland and disseminate the information to internal units. Coordinate and integrate crime information from and for local, regional and national law enforcement agencies.
  • Utilize automated reporting solutions, spatial analysis (GIS) software and other complex statistical and database reporting tools to track activity and perform regular and ad-hoc analysis and reporting of crime and intelligence information.
  • Analyze suspect/crime correlation and develop actionable investigative leads utilizing a wide variety of law enforcement and open source databases and investigative resources. Develop detailed victim and suspect profiles.
  • Provide information and analysis to police, city administration, and city council for decision-making purposes. Present analysis and statistics in various internal and external forums and participate and provide information to police committees and task forces.
  • Analyze long-term crime patterns and trends using probability studies and complex statistical analyses such as random samplings, correlation, and regression analysis.

Additional Duties
  • Attend regional law enforcement meetings to provide and receive regional information on crime series, trends and suspects. Share information with department personnel for increased awareness, response planning and investigative support.
  • Attend operational briefings to discuss crime activity and update officers and investigators on crime series, patterns and trends.
  • Monitor local, regional, and national crime trends.
  • Maintain awareness of, and develop recommendations for implementation of new strategies, methodologies, tools, and technologies in the field of crime analysis.
  • Perform other duties as assigned.
Knowledge, Skills and Abilities

  • Comprehensive knowledge of the principles, concepts, methods and techniques of administrative, strategic and tactical crime analysis.
  • Extensive knowledge of crime mapping concepts and spatial analysis techniques using ESRI products including ArcGIS and extensions. Experience with CrimeStat and CrimeView software applications preferred.
  • Experience in law enforcement data analysis, research methods, and statistics. Ability to conduct complex statistical and analytical studies.
  • Knowledge and understanding of relational databases and a high level of proficiency in using database reporting tools to identify, extract, analyze and present data.
  • Experience conducting quantitative and qualitative analysis of data.
  • Knowledge of current best practices, programs and research involving data-driven, evidence-based law enforcement strategies.
  • High degree of proficiency in software applications such as Word, Excel, Access, PowerPoint, specialized statistical software, and automated database reporting tools. Experience with iBase, Analyst Notebook, Power BI, Tableau, Crystal Reports, SQL, and Python desired.
  • Understanding of the principles and practices of professional and technical report writing.
  • Excellent oral communication and public presentation skills.
Qualifications

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major coursework in statistics, management, criminal justice, public administration, or a related field.
  • Two years of experience in a public agency involving research methods and statistical analysis, with experience in a law enforcement agency preferred.
  • Crime analysis certification preferred.
  • Successful completion of all required law enforcement background investigation processes.
  • Ability to obtain ACCESS Certification.

Works independently. Work is performed in an office setting. May require long periods of time working at a computer work station.
