OverviewCloud Operations + Innovation (CO+I) is the team behind one of the world's largest Cloud Infrastructures, responsible for powering all Microsoft online Products and Services as well as powering Microsoft's "Cloud First" mission. CO+I is responsible for delivering, among other things, infrastructure, security, compliance, operations, globalization, and manageability. Our focus is on smart growth, high efficiency, and delivering a trusted experience to customers and partners worldwide. Within CO+I, the Datacenter Delivery (DCD) team, is responsible for the safe construction, commissioning, and system integration of datacenter capacity for Microsoft's cloud business. The portfolio is complex, consisting of an increasing number of multi-year mega- datacenter projects spread around the globe. With the high scale of CO+I delivery, it is critical to analyze performance and trends. By understanding root causes and providing timely feedback to project teams, the teams can therefore be empowered to make better decisions, more rapidly. We are looking to fill a critical role to drive performance measurements, benchmarking, and insights. We are seeking a dynamic and experienced Senior Technical Program Manager - Construction Delivery Strategy to understand opportunities for delivery improvement, basing their feedback on data, industry best-practices, performance measurement and personal construction experience. Ensuring predictability of delivery and investigating opportunities to accelerate speed to market will be core to the role. ResponsibilitiesConduct construction productivity studies to identify critical cost, schedule, safety, quality, sustainability drivers of single projects. Establish practices to measure, monitor and improve performance. Help reinforce the Construction Performance, Insights and Benchmarking function aimed at providing analytical feedback on all ongoing projects.Mature processes required for the function to operate and integrate seamlessly in the Global, Regional, Sub-Regional and local project reviews.Interface with other departments to understand workflows and synergies required for delivery of construction and lease projects.Interface with all Construction Regional teams to determine patterns at both portfolio and project levels. Identify key challenges and success factors tied to construction, commissioning and system integration. Drive global solutions to mitigate through continuous improvement and change management. Facilitate discussions that can influence delivery performance and schedule predictability. Evaluate the most efficient architecture of existing reporting platforms and develop a strategy to visually track performance and trends at portfolio/project levels.Leverage analytical tools to capture meaningful trends from captured data. Suggest changes to existing tools or propose creation of new ones to capture the required input. Participate in the roll-out of new processes aimed at optimizing progress capture and more expedited update of status reporting. Develop executive insights to help Leadership support projects in need. Develop business cases and pitch to leadership to mobilize commitment. Demonstrate stakeholder management in order to ensure continuous improvement on identified critical areas. Suggest improvements to General Contractor interfaces to influence behaviors based on performance and peer-group benchmarking. Interpret Schedules and Earned Value Management, Estimating, Cost, Risk and Management of Change. Understand and describe how projects intend to implement the Knowledge Management Plan. Detail how the project will ensure the progressive integration of critical activities in line with ISO 21500 (Integration - International Organization for Standardization).
